Toni is from a small-town Midwestern family of high spirits and laughter. She joined her maternal family in MarysvilleWashington on the Pacific Northwest years ago. The plan is to stay for the view, family, and friends.    Toni was the first woman outside casualty investigators in Florida and continued working in Washington.
